[Opm] flow: Usage of restart utility

Hi,

Tor Harald was so kind and told me how to use the restart utility:

> Note that you have to chose a time_step_number that is reported.

I am having a hard time finding out that at what time step number of a
report step. I tried a few, but these were all wrong.
