[Opm] Difference between WellState::perfRates and WellStateFullyImplicitBlackoil::perfPhaseRates

The perfRates() vector contains *reservoir volume* total rates at the perforations, while the perfPhaseRates() vector contain
*surface volume* rates per phase. So it is not a direct sum.
