[Opm] Update: Minimum version of dependencies after new release

Hi again,

While everybody on the mailing list expresses support for upping versions of dependencies, it turns out there is a significant number of developers that will be bitten. Hence, we do not rush the minimum versions of dependencies right after release. Instead we will allow those of you on Ubuntu time to upgrade tool-chains before a shift is made.
